The Eastex, not the interstate
The Eastex Freeway is the defining road here, and it behaves unlike I-45. It carries freight coming up from the Ship Channel and the eastern industrial areas toward Cleveland and beyond, mixed with heavy commuter volume around Beltway 8. The interchange area stays congested, and the stretch north of it opens up considerably — which means a breakdown's difficulty depends enormously on which side of the Beltway it happens.
Airport traffic is the other factor. Bush Intercontinental sits immediately west of Humble, and the freight and service operations around an airport of that size generate their own steady stream of commercial vehicle work. That equipment is time-sensitive in a way general freight often is not.
Humble itself is an incorporated city surrounded by much larger unincorporated areas. Atascocita to the east is substantially bigger than Humble proper, and Fall Creek and the Deerbrook commercial district each have their own character. An address "in Humble" can mean a compact older city centre or a sprawling suburb twenty minutes away, so a cross street helps considerably.
What breaks here follows the traffic. Congestion around the Beltway 8 interchange means brakes and cooling systems working hard in the worst conditions, and the heat that comes with sitting in it. Equipment serving the airport and commercial areas does short runs with heavy idling, which is the pattern that produces aftertreatment trouble.
